Energy in efficiency technologies provide new regulatory, policy

Energy security and decarbonisation are two important
challenges of today energy sector in the European Union (EU). Due to the supply
uncertainties and price fluctuations of the fossil fuels, big revolutions are
occurring in energy systems at the national, regional and local levels in the
frame of integrated programs such as Energy Union, SET-Plan, and EU Horizon
2020. The technological development of renewable energy resources provide the
possibility of competitiveness at the large scales. In addition, energy systems
are moving towards smart systems that form dynamics and interactive networks in
order to provide tailored solutions for responding to local or regional
requirements (Bazyd?o and Wermi?ski, 2018). 
. Therefore, flexibility and resiliency of energy systems is of crucial
importance in the EU.

 Alongside the
technological development, social-economic aspects of energy consumers are also
affecting the energy system polices. While renewables and advances in
efficiency technologies provide new regulatory, policy schemes, legislative,
and business structures, they change the traditional structure of energy ecosystems
and have feedbacks from social, behavioral, cultural, lifestyle, and economics
aspects. This feedbacks can be analyzed from macro, meso, and micro levels
(ECHOES report, 2017) (Li and Pye, 2018). Those transitions increase the need
for comprehensive studies in energy from local and global consumers and markets
at the different units of analysis such as individual, collevetive, and formal.

This research is to add knowledge on the dynamics of decision
making process at the formal social units in order to consider the
effectiveness of the integrated energy polices and regulatory instruments
transparency. The purpose is to analyze the readiness level of EU consumers and
business markets for EU energy transition process in terms of policy and
regulatory instruments. Therefore, the scope is limited to the policy and
regulatory analysis of the technological foci of ECHOES project from economic
performance, competitiveness, and creating shared value (CSV) viewpoints.

Problem Statement

According to the first vision of Energy Union, EU countries depend on each
other to deliver secure and resilient energy to their citizens, based on true
solidarity and trust (Energy Union, 2015). The key drivers to achieve this are
the completion of the internal energy market and more efficient energy
consumption and it depends on more transparency as well as on more solidarity. According
to the strategy #5, facilitating the participation of EU consumers in the
energy transition through smart grids, smart home appliances, clean transport, efficient
energy systems, and home automation systems have been emphasized. Achieving to
such goal and visions need a comprehensive approach in energy systems and
decision making process with different lens such as economic, competitiveness,
social, behavioral, culture. 

There are considerable amounts of researches on energy
technologies and viewpoints such as technical, economic, and social acceptances
of the energy technologies, sources, and polices. For example, from energy
efficiency aspect, along with decrease in energy consumption, researches on the
policy analysis of the feedbacks from individual, collective, and social levels
have been done. However, to achieve the strategies and action plans of EU
policies such as Energy Unions, there are shortcomings related to interface
between energy policymaking and human behavior from competitiveness and creating shared value
(CSV) aspects.
